Overview

The Child and Adolescent Psychiatrist will provide medical and psychiatric services and consultation to people receiving services at Vinfen’s Community Behavioral Health Clinic (CBHC) and outpatient clinics in Lowell and Lawrence. The Psychiatrist will oversee the medical and clinical team at the Youth Community Crisis Stabilization service (YCCS), a six-bed, 24/7 service that is a community-based alternative to hospitalization for youth ages 13-18 with behavioral health (MH, SUD and co-occurring disorders) symptoms. The Child and Adolescent Psychiatrist will supervise the YCCS Psychiatric Nurse Practitioner and provide clinical oversight to the Youth Mobile Crisis Intervention Team.
 

Responsibilities

• Works in conjunction with, and under the direction of, the CBHC /Outpatient Medical Director, directs and supervises the work of the YCCS medical team including Nurse Practitioner, registered nurses and licensed practical nurses. 
• Provides consultation to Youth Mobile Crisis Intervention team as needed.
• Oversees all admissions and discharges to/from the Youth Community Crisis Stabilization service. 
• Participates in inter- and cross-agency medical team meetings to monitor adherence to program specifications and quality, as well as to provide/participate in consultations. 
• Promotes use of evidence-based practices by medical staff and ensure medical services meet regulatory agencies and accrediting organizations standards. 
• Ensures services are youth-focused and family-centered. 
• Provides clinical consultation and expertise to YCCS staff including those specific to admission, discharge, assessment, treatment and youth disposition. Participates and/or facilitates in team and discharge planning meetings, clinical and grand rounds. 
• Provides clinical consultation and supervision to CBHC and Outpatient Psychiatric Prescribers (nurse practitioners, such as APRNs, PMHNPs, and PCNS) who serve youth and adolescents for outpatient medication management. 
• Collaborates with the Community Crisis Stabilization Clinical Program Director and Nurse Manager on 
developing and maintaining of the medical staffing plan. 
• Outpatient Psychiatrist (if performing these duties): Serves as the designated prescribing physician for 
child and adolescent patients served by the Treatment Team and referred to psychiatrist. Prescribes medications, teaches clients and families about side effects and monitors response to prescribed medications. Documents patient progress and services rendered/treatment provided. 
• Provides leadership to a Multidisciplinary Treatment Team for treatment planning purposes.
• Participates in Risk Review Meetings and Adverse Event Reviews, as needed. 
• Identifies opportunities for programmatic initiatives including the development of initiatives to promote the health of youth and families. 
• Reviews all critical incidents and recommends improvement in policies, practices, and/or corrective actions and follow-up, as needed. 
• Develops and maintains relationships with collaborating agencies and institutions. 
• Leads the teams through example to create an environment of inclusivity, learning, cultural and linguistic humility, and best practices. 
• Participates in external stakeholder meetings such as those with state agencies, EOHHS and MassHealth payers. 
• Provides on-call back-up when necessary to ensure sufficient CCS and outpatient coverage. 
• Performs other duties as assigned.

 

Knowledge and Skills:
• Ability to function as a medical leader in a matrixed system of care. 
• Experience working with youth and families using evidenced based practices in a short-term therapeutic milieu setting Familiar with MassHealth and managed care practices. 
• Experience in the provision or oversite of prescribing of medication for youth with co-occurring MH and SUD concerns.
• Ability to mentor and coach staff at all levels.
• Ability to utilize electronic health records and telehealth technology efficiently and effectively in the provision and documentation of care. 
• Demonstrates sensitivity to cultural, religious, racial, disability, and gender issues. 
• Knowledge of human, legal, civil rights, community, and other resources.
• Utilizes evidence-based best practices. 
• Promotes empowerment and self-advocacy techniques. 
• Knowledge of formal and informal assessment practices.

Qualifications

Typical Requirements:
• Experience with services to children or youth with emotional dysregulation, mental health, substance use and co-occurring disorders. Demonstrated experience in a related clinical setting, including in management/administrative role. 
• Current Federal DEA and State Controlled Substances Certificates are required.
 
Preferred /Required Education:
M.D. or D.O. from an accredited medical school
 
Driving Requirements:
Driving is not required.
 
Physical Effort:
Ability to stand, walk, bend, kneel, stoop, crouch, crawl, climb as this is a very physically active position. Must be able to lift at least 25 pounds using proper lifting techniques or the use of a two-person lift. Ability to operate a computer and other office equipment such as a calculator, copier, and printer. Ability to sit, reach, climb stairs, and maneuver through narrow spaces or hallways. Ability to assist PS with tasks of daily living. Ability to remain in a stationary position 50% of the time as needed. Ability to bend, reach, file, sit, stand, and move around the facility. Ability to speak, hear, and communicate with PS, staff, and external representatives. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
 
Additional Certifications Required:
CPR required within two weeks of hire 

Required Credentials/Licenses:
Board certified in child psychiatry by the American Board of Psychiatry and Neurology (candidates may be accepted if board eligible, if the candidate demonstrates to the satisfaction of the Medical Director comparable experience and competence). Current, valid, unrestricted license to practice medicine in the Commonwealth of Massachusetts. Current, valid and unrestricted DEA and MA Controlled Substance Registrations.
